Is it still possible to buy drivers licenses in Europe, is has technology put a stop to it? I know it was possible a decade ago

Do you mean buy as in pay a bribe for one rather than go through testing and the licensing process? I'm sure it's possible in eastern thirdie countries like Albania. You can bribe for anything in those places.

Take Ukraine for example. All of those young Ukrainian men living in western countries right now? They avoided military service by paying bribes to get out of the country.

Years ago Albania was known as a good place for buying licenses and degrees, I think things changed after a political scandal involving the son of a big party leader who bought a degree there
