Why is Scotland portrayed as a decadent and dirty dump in the first film, while in the second it's shown as clean and modern? Did that really happen, or is it just tourist propaganda?

If you look at the number of recorded crimes in Scotland, it's about 60% of what it was at the peak (around 500,000 crimes in 2004 vs. 300,000 in 2024). I can't find the exact number for 1996-7 when the movie was filmed, but I'd imagine it was pretty high then, too.A lot of English-speaking places were pretty grimy in the 90s and there was a lot of petty crime, so it's probably true for Scotland. You can kinda tell that the movie intentionally tries to portray Scotland as cleaner than before, though, so it's probably symbolic as well.
