That means basic training level. OSUT is combined basic training and job training while RSP are the drill weekends National Guardsmen go to before and immediately after they do basic training, before going to their real unit.I think the PT belts are for their 'phases'. Red, white, and blue phases are the first three covering basic training, and then green and gold or IV and V are the job training part. If you notice, all the soldiers with no rank or unit patches have either red or white PT belts, while the ones with green PT belts have ranks and unit patches. They could also be from different companies in a basic training or AIT battalion where the color tells people what company they are, and the green ones just happen to be ahead in the training cycle.
