Its an annoyance when you are walking through a neighboorhood and a dog inside a house starts barking at you for no reason. I have once had to interfere between a playful pitbull and some very scared Jack Russel Terriër while said pitbull owner was literally standing by idle just monotonously saying "stop - stop - stop - stop"
