When you sign a contact with you ISP they hid a checkbox or some sort of "notify me about new stuff" type of thing and if you agree to that they'll process your data for "personalized" stuff. We follow the GDPR and it's very visible option. But people think if you don't agree to that the next page won't appear or they don't know what they're agreeing to so they check that box and click next. What's worse is that if you do the contract face to face the isp guy will check that option for you without asking.
