People who live in squalid conditions don't really care about civic responsibility. Our government got a handle on this by forcing slum dwellers into commie block public housing, then destroying the slums and building parks or rezoning it so it doesn't revert. Municipal workers can handle the trash from the few remaining idiots who litter, and eventually they too will stop. They started this initiative at the capital, and then moved on to mid-sized towns. By the late 2010s, even small coastal towns, like my grandparents' town in pic rel, implemented it.India is just incredibly dense and large, so the problem is more severe. But it'll naturally get better as infrastructure catches up and slums are removed. You can coerce most people to change their behavior with fines, shame, or getting them to empathize, but people who live in extreme poverty in shacks don't care because they have no stake in society.
