There's a reason why early settlers called them savages, it wasn't an exaggeration. Some of the south American Indians at least kept some order for most of their populace in their empires. Incas had a tax system that basically forced an able bodied male to come work for a bit every year on infrastructure or agriculture or whathaveyou. In exchange they had stable food reserves and relative safety.
