Americans are individualist philosophically but collectivist socially. They have a stronger culture of low-level social organization (religious congregations, charities, political machines, etc. -- labor unions being the exception, curiously enough) even if individually they identify as hyper-individualists.In European countries in the modern era the state or church (high-level institutions) have always been more powerful than in America so there's never been such need for communities to organize themselves, and so Europeans don't share that sentiment. Europeans are collectivist in spirit (part of a common nation, village or town, etc.; their in-groups are tighter) but it doesn't show in everyday life because a higher authority takes care of everything, and so they can be individualist in practice.
