I don't think they have community colleges in the Netherlands. I think they have Hogeschoole (a cognate of the English word "high school").

I've heard good things about São Paulo and Valparaiso academically. As a Mexican, I'm also positively biased in favor of UNAM (public - based in Mexico City) and ITESM (private - based in Monterrey, but with several statellite campuses throughout Mexico).
Then again, I would honestly recommend a Western European to go to Chile instead of Mexico because Chile is much safer and has a much better climate than most of Mexico.

Then again, I personally never went to study abroad, since my strategy's always been to stay at home to study and travel during holiday periods. After all, Maxwell's equation and the Schrödinger wave equation look exactly the same in every single country, but not every single country will have instructors who will be giving courses in languages that I understand.

Is your university listed there? Mine is a small liberal arts college, so it's not very well known even on a national level, much less on a continental level.

Yes, but it's unranked. The subject rank is more useful imo and you can filter by country, but since toothpaste anon asked generally I listed the wider LatAm rank.
