Laws like this are kept broad and vague so they can be applied as liberally as you like. The upside is that although legally questionable, because it can kind of pervert the course of justice, it can potentially be used to catch some genuinely bad people who might otherwise get away with it. But the downside is that it also kicks open the doors for people to abuse it and engage in frivilous accusations and litigation.
