they tried this stuff many times in india and it didn't work because in the end people ended up installing windows to get things done anyways. like 15 years ago my father brought home a physical ubuntu manual that the government gave him, and canonical were doing on site seminars and all but it still didn't work out. If governments really want to ditch windows they will have to go all out and have a provider than will do all the IT and cloud stuff and make custom software when the windows equivalent isn't available.
