Europe has native spices which are used in European cuisine. This is just a case of European culture being seen as "the standard" or "world culture" instead of native European.To name just a couple examples, mustard, oregano and parsley are plants native to Europe which were used virtually exclusively in European cuisine up until Europeans exported their culture to the rest of the world.Asking why traditional European food doesn't contain chili peppers is like asking why traditional Thai food doesn't contain oregano or why native american food doesn't have mustard.
