In America, they build fireplaces like this in their house and it ends up being a non-wood burning and just a fake one. Most of the time you are a criminal if its actually a wood burning one.

Why are they like this?

To be fair open fire places like that are very inefficient and also smoky and should only used for rare occasions anyway.
For regular use you want a sealed oven(not sure about the english name) like this.
But I think there are also inserts for fire places like that to convert them.

You can get a wood-burning one but the construction codes are much more stringent than if you don't. Fake fireplaces can just have a metal flue with wood framing, while real wood-burning ones require a ceramic flue and brick construction, which is more expensive.
