I assume the certification programs have to be approved by the ministry of labor or some similar government agency, but here the courses are delivered by private safety instructors or directly by the employer (in-house).

I had already been operating forklifts for years when I started my latest job but still had to do in-house certification. I guess it's about covering the company's ass. I sat down with my supervisor and he walked me through 3 hours of online modules. Then we went out on the floor for the practical part of the program. I already knew what I was doing so he didn't bother to show me anything, just gave me a short list of tasks to do while he watched and graded me.

Certification is kind of dumb, and a bit of a scam. Maybe it's good to go over a few safety points, but really you don't learn how to operate that machine until you are out on the job site working with it.

Theoretically, you have to complete the entire course: 20 hours of theory – learning things like health and safety regulations, a few math exercises with safe load calculations, and 10-15 hours of practical work, the instructor is supposed to teach you the basics, and you learn how to operate this beast.
In practice, most courses are accelerated because no one has time for that, so a few hours of theory, a few hours of the instructor giving you a forklift and teaching you the most basic functions, and then leaving you to your own devices to figure it out. Then there are tests, theoretical, literally ABCD, 15 questions, but they're not random; they're taken from 250 questions available online, so you can just memorize these things, but you don't have to because they're simple and very logical.
And the practical test is simply taking this pallet, placing it in place A, then putting it back where you found it amd in the end you have to, answer the examiner's one question about forklifts. That's all.

You can, but you need to wait some time, like a month or two before next try and you need to pay some small fee

No, u can't drive forklifts first and then do the course. You need to be first forklift certified to get forklift operator job. I've heard and even knew some guys who weren't certified and had operator job, but these were old fucks. Now when you apply for this postion they ask you at start for your certification

Not really. On the industrial sites I have worked on being able to operate a forklift is seen as a basic skill that everyone is expected to have. I operate larger machinery which pays better, but still have to use the forklift sometimes.
