So, parts of some streets in Hanoi now actually look like a town in Japan since all businesses have moved their displays further inside their shops, and the newly built sidewalks clearly define the in/out zones like those in European countries.It's still not a widely applied absolute rule, however. So some parts may look clean, and some may look as chaotic as ever. Rome wasn't built in one day.That's just how it is in developing countries. Give it time, and things will work out just fine.

There needs to be a steady supply of new housing based on simplifying land use approval procedures and enforcing statutory deadlines for permits. It makes no sense that a house with the same conditions is more expensive in Ho Chi Minh City than in Seoul
