After ww2 we had a bajillion pennyless homeless people and put up a bunch of blocks to house as many people as quickly as possible. For this massive new renter class, a bunch of laws were passed that gave renters tons of rights, I believe some of the most generous in the world. For example, in many rent contracts, the landlord can barely raise the rent (think maximum 1% per year), and cannot kick the renter out without immense legal trouble. As a result, for many people with old contracts it makes more financial sense to keep renting as opposed to buying a property, especially if you invest the price difference into financial assets. Few would give up a 100m^2 flat for 1000€/month in central berlin, in exchange for a house the same size 1.5 hours from the city center that costs 2500€ per month for the mortgage.
