Like another country in the world would be all over this event to boost their prestige and image to the world, even if the country didn't have soccer as their premier sport.

Im not so sure about that, after brazil I think governments are more apprehensive about spending millions on a sporting event when you have more pressing domestic issues to spend your money on, its why a lot of competitions are spread across several countries nowadays.
