Achaemenid, Sassanid, Safavid clans did the same formula: internal horizontal terrain buffer with mountains acting like walls.

The title “king of kings” isn't incorrect. They were the king of the delegated/subordinated kings of other areas & valleys.

What separated those dynasties from the rest were four or five benchmarks:

1. Central asia or what they call Khorassan.
Whoever controlled that, or had access to it, had the “infinite troop cheatcode” to it. Central and towards Eastern Asia was slave traders' wet dream and any dynasty raw manpower base to recruit.
In their political historiography, this is how all their major polities formed.

2. Pecking order.
If they had access to infinite bodies to throw in battles, they could establish a pecking order.
The Achaemenids, Sassanids, Abbasids, Safavids established the pecking order with their family as the high totem pole: diplomacy, power status, tribute etc.
All the rest followed like dominoes.

3. Silk Road.
Similar to the “infinite troop cheatcode”, in wealth terms, whoever controlled Khorassan was the market maker for the rest of the valley kings & satrapies – and beyond.
The contender was Balochistan, the alternative route to & from Asia.

It varied historically but if Khorassan & Balochistan were controlled singurarily by one dynasty or family clan, they won the socio-political, military & economic game.

The only things threatening their power were mutinies because of famines or lack of pay, and disasters associated with Asia (civil wars, environmental disasters...). That's when they were at their weakest.

4. Horizontal entrenchment & expansion.

The rest of the kings & satrapies had a genuine problem.
If the ruling dynasty had such immense power benchmarks to rely on, it was a matter of time before – for example – all the seven ruling dynasties will be slowly destroyed (ex. assassinations, subsumate...) with only one inheriting all that land in their name.
Do you see how crazy this is?

Their only counterbalance was to rely on foreign powers for manpower & economic alleviation.
This is why the immediate Middle East – “The island/Jazeera” – and Anatolian plateau, with Southern Arabia connected to African sources, became centerpoints of [counter-]balance against whoever controlled Khorassan (infinite manpower & trade economy) & Balochistan (infinite trade economy).
Distance itself was a saving grace because logistics are a burden to this day.

Reevaluate, do you see how crazy this is?
We're talking spears, swords, shields, horses, and camels. Not assault & automatic rifles, not modern artillery, not air forces.
Back n' forth, back 'n forth, in a continuous intercourse loop of death & existential misery.


5. Piracy/Privateer tactics & strategy.

Their subordinated kings & satrapies had a limited wiggle room that could threaten them by collateral leverage (external alliances & trade input, mercenaries, long distances...).

Their ruling dynasties were as effective as their speed at which they could enact horizontal control & arbitration.

Controlling Mesopotamia isn't as easy as if they'd hold it from Khorassan; “cant be at two places at the same time” dilemma.
