Before the empire almost all of Rome's naval presence was built by Egyptians, Phoenicians, and Greeks. There was no serious fixation on Rome during the time of Aristotle, but major Phoenician city states like Tyre, Byblos, Sidon, etc. functioned similarly to ancient versions of major mercantile states in the Mediterranean like Genoa, Pisa, Venice, and Florence. It's still hard to say the US resembles Carthaginian mercantile states since there wasn't much in the way of central authority, the US is more like if you added a constitution, private property, and admiralty law to the HRE then made it a maritime power because it really just is a collection of states tenuously strapped onto federal authority.
