There were serious talks of handing Bremen over to Lower Saxony after WW2. However, the British occupied the northwest of Germany and the USA the south. The Americans wanted their own port and therefore insisted on Bremen (and its port city Bremerhaven) retaining its state status and being under American control.So, the answer is effectively the USA.
