I heard it's cheaper as an American to not buy insurance and just fly to another country for medical procedures

It do be like that somewhat. Dental in Mexico is pretty common, there's a town right off the border of Texas I was thinking of going to. But I've never done it. If you have an emergency and you go into the emergency room, they ask you for your insurance first before they let you in. That one I know from experience.

Every border city in Mexico has like a dozen different dental clinics all a few blocks from each other because of all the business they get from Americans coming over for cheap dental work

If you live in a Red state, yeah. In California you either get Medi-CAL, insurance through work, or a CoveredCA plan if you are self-employed. All with great coverage. I spend like $150/year total on all health and dental expenses.
