Having kids doesn't work in an atomized society. It takes a whole village to raise a child, or whatever the saying was. 2 parents taking on the entire workload and not even having granny living nearby so you can drop your kids off every now and then is a grim and unnatural state of things. It goes well beyond that, children used to be an inversion, working from young age and caring for their parents when they get old. In developed societies their purely an (often massive) expense.
Just a couple decades ago children would be the main diversion in the life of middle aged adults, nowadays you have endless entertainment to be distracted with until the day you die and the more developed the society you live in is, the more access you have to it.
It even seems to be hardwired in humans in part, the bigger the excess of resources you live in the less need to breed you feel, as if scarcity pushes people to procreate to subsist during hard times.
Development decreasing birth rates seems much broader and profound than something purely economic.
