From what I understand, living in Russia is hell on earth unless you were lucky enough to be the child of a wealthy oligarch or mobster (usually the same thing) who pays all your expenses, including the rent for your apartment in central Moscow or St. Petersburg. So no.
Moscow and St Petersburg are cleaner and better than most European capitals
