They have turned this place into an economic zone where everyone just drifts and fends for themselves. Do whatever you want whenever you want. it used to be that shops were forced to close at 21:00 and remain closed on sundays. But this was removed to ease commerce. they've also slowly but surely undermined the state alcohol monopoly and transferred more and stronger alcohol sales to normal shops. It used to be that only the state monopoly shop was allowed to sell alcohol. now they will allow ordering alcohol home, so you don't even have to leave your suicide-cube or interact with anyone to buy more alcohol.
