There are two kind of taxes you pay in Hungary: szja (personal income tax) and tb (kind of like social security)You get tax credit for each children: 133340 HUF a month if you have one, 266640 HUF if you have two (but you have to multiple with the number of children so in this case: 266640*2) and 440000 HUF for 3 and above. Normally this deducts the personal income tax. The thing that makes this extremely generous that before this, if you have at least two kids you already get complete tax exemption on personal income tax and then you can transfer all this tax credit to the social security tax. So let's say you have 3 kids, that means instantly no personal income tax then the transfer of 440000*3*12*0.15 so that means you can basically deduct your social security tax requirements (normally that is 18.5% of your brutto salary) by 7.6k USD a year so that means you basically don't pay any taxes at all. It is a very irresponsible policy because it does not move the needle much but now you have people who don't pay any taxes at all. As you can imagine, since this is a tax credit and not government handout, it benefits people who have a high income already

Most people I know who had kids "early" were more conservative oriented small town type people. People talk about education but that is not true at all in my experience, the people I know who had kids early were much higher percentage of degree holders than the general average.
