Not really, there is no settlement from the metropole, if anything it was reversed. There used to be a decent percentage of Russians in that area that fled the wars, and rather than incentivize them to return and stabilise the area that way, Moscow instead let Chechens keep their Islamic ways and their loyalty to their muftis, and instead earned the loyalty of those leaders to the federal government and use the people as army recruits. Arrangements like that don't happen in the 21st century outside of tribal "kingdoms" within states in Africa.

There are "Government in Exile of [Russian Republic]" all around Brussels and DC, the last thing any Russian leader would want is another 1991 on the table. They already have enough issues with Ukraine and Islamic State spillover from Northern Azerbaijan and Tajikistan.
For now the region is stable, the Kadyrovs keep the peace and have a fruitful arrangement with the power brokers in Moscow, nothing may change until Putin is too old to continue, power shifts, and maybe someone ends up falling off a window.
