Last time they had a healthy economy was unironically under the Japanese. It was one of the earliest place to industrialize in East Asia thanks to the Japanese. So after the war alot of the industry was stripped and sent to the Soviet Union, and the rest was relocated to other parts of China to help with the industrialization especially with the Sino-soviet spilt. All this meant population drain to the rest of China. After Deng's liberalization which led to the collapse of majority of the state companies almost overnight. Which is especially devasting to Manchuria since they are the most urbanized and industrialized region of China, which meant they relied on the system the most. And Chinese economic liberalization capital was mostly flowed in through the South, so Majority of the labor-age population and specialists were further drained to other part of China. There's also relatively few investment to the northeast, mostly because when the rest of china were building their rail and highway network in the 2000s. The Northeast pretty much completed theirs in the 1940s. I think today its one of the most productive agricultural region of China, which is a far cry from being the industrial heartlands of China. Its basically China's Ukraine or east Germany to some extent.
