Are you retarded? The further from the equator you are, the less sunlight hours you get. Snow falling on solar panels restricts the sunlight hours even more for those panels.
A solar panel will break from old agw before generating enough electricity to pay for the fossil fuels and labor it cost to build it.
And you eco-weenies conveniently ignore how much the cost of a solar panel will ballon if you fully phase out fossil fuels and build a solar panel without their cheap cost. Then even solar panels in good high sunlight areas will struggle to pay for themselves.

The prairies actually have decent solar resources. It's quite sunny despite being very cold in winter. Calgary is one of the sunniest cities in Canada. This is higher than parts of China and Japan. Saskatchewan could be powered by 250sqkm of solar panels. Instead they get over 70% of their power from fossil fuels.

It's even worse than "opening to competition", France is forced to sell its cheap electricity to other countries and then has to buy it back, all in order to make the market "more fair". The nationalized electricity company who owns the centrals doesn't care, they're still making a bunch of money on top of making a profit with interest on installing digital meters (excellent incentive, houses were broken into to get the surveillance device installed because there was so much free government money on the table), and solar energy is subsidized to hell and back despite being an ecological disaster because we're "living the green transition". (For the faggots who don't know, making a solar panel takes up more energy than it will ever produce, we don't know how to recycle them at all, and it has a very limited lifespan. But hey, think of the planet and the higher profit margins!) The French taxpayer is a dumb paypig who gets F'd in the A and keeps asking for even less democracy and more EU

the Europeans have been playing with the idea of entering a strategic agreement with some north african like Morocco to build solar there since it's so much better
NAFTA should probably have an energy trade agreement where you could do something along those lines, build solar in southwest US and then receive X kwh a day

Your map is GHI not pvout, it makes a difference. The prairies have more solar potential than parts of Brazil despite lower GHI. The global solar atlas website also says prairies has around 1500 kwh/kwp, not sure why Canada's website shows different data.
