A better question is why foreigners come to Japan during Golden Week. Everything is closed and many people are back home in the countryside or travelling outside of cities. Do foreigners just hear the name and assume it's some kind of magical fun time?

If you don't like foreigners, don't let them in.You can politely ask foreigners to follow the rules.
