About 50–60% comprehension without prior exposure. Though, it well may be as lower as 45%. With using basic words, I believe a Pole could hold a conversation with a Czech. For the longest of time I thought that written Czech is much more understable, but I think it's the other way around. Also, it really depends on a dialect. Prague dialect is unfortunately the most common. The easiest one to understand for Poles is the Moravian-Silesian dialect, also known as Lach dialect (lašská nářečí).

Not sure. I know it has fuckton of Polish loanwords which helps, but the grammar is totally East Slavic like Russian, the accent, stress and verb system are also quite different. Even the word order, which is even more flexible than in Polish. I'd say Czech is still closer and easier to understand. It has this West Slavic logic I can follow without issues.
