You were not allowed to kill human characters, especially government forces, and blood had to be removed or to be colored into other colors like black or green. I guess in Resident Evil case you fought monsters most of the time, so the "no human deaths" rule didn't appeal. And they colored the blood probably in black. But those are just guesses, since I never have played it.
