That range is about 16°-19°
I highly doubt anybody in Finland is enjoying himself outside dressed like that at 9°C. Saying that it feels warm but then wearing a whole lot of clothes or staying inside is cope.

At that temperature you develop frostbite on exposed skin. This sounds to me like some dude relaxing inside his heated home with shorts and then stepping out for 5 minutes before getting back inside.
If you were hiking out in the middle of nowhere at that temperature and saw a guy in shorts that guy would most likely lose a couple fingers and suffer permanent damage in his legs.

Spring, summer, fall and winter all have their own challenges, joys, activies and even ways of life.
