"Feels warm" should be the temperature at which you can be comfortable outside while wearing only minimal clothes, ie a light tee shirt and shorts or thin pants.That range is about 16°-19°I highly doubt anybody in Finland is enjoying himself outside dressed like that at 9°C. Saying that it feels warm but then wearing a whole lot of clothes or staying inside is cope.

For me it's something between 15-20C but it really depends on air humidity and amount of direct sunlight. By warm I mean when it starts getting uncomfortable wearing long sleeves.

Spring, summer, fall and winter all have their own challenges, joys, activies and even ways of life.
