Soviets wanted to make sure their territories were easy to control so they tended to tie them up roughly around vague ethnic lines instead of making sure they're self-sufficient on their own.Same reason central asia has that knot in it.

Karabakh was 80% Armenian when the Soviets took over it along with both Armenia and Azerbaijan in 1920. They assigned it to Azerbaijan SSR but carved it out as an "autonomous" sub-province and used the conflict to play the two sides against each other to make them easier to rule over.Anyways when the USSR collapsed the international law was that the borders should correspond to the borders of the former SSRs and the autonomous sub-SSRs didn't matter. This didn't sit right with the Armenians because Azeris are Turks and were constantly having pogroms against them so they broke away, fought an indepence war, and actually won and took control of all Karabakh and forced out the Azeri minority. They also took bordering parts of Azerbaijan proper so they could defend it better.Then Azerbaijan got rich and it's population exploded so they went back in and took back most of it in 2020. Russia intervened and stopped them from taking the largest Armenian population centers, but then in 2022 when Russia was busy in Ukraine Azerbaijan invaded again to finish them off and drive them all out. Russia didn't do shit even though they were obligated to intervene.
