It's not in general, but in the cases where it's like this, it's always because the high GDP guy is saving up/investing while the low GDP guy is spending more than the earns. Average dutchie who lives like the pic you posted will have 300k euros (353305.5 dollars) saved up or invested in just a few years while the portuguese will still live paycheck to paycheck even in his old days.
