In countries with holocaust denial laws how strictly are they enforced? Like are you allowed to joke about the holocaust as long as you aren't seriously questioning it?

Hate speech laws feel like gotcha laws to me. Something handy to pull out if you really don't like someone since a lot of people break them constantly.
