The russians themselves wanted to be french and so did most other nations. Hell the most celebrated Prussian Hero (Frederick the Great) didn't wrote a single thing in German, just in french. And that's not even considering the people who moved to France searching for greatness; Marie Curie, Chopin, Picasso, van Gogh, Oscar Wilde, etcRussia was never emulated and few people ever thought of moving to Russia for a better life.
