Why do the Chinese almost NEVER use tone diacritic with Pinyin? Makes things more complicated for people learning the language, for no real reason

Because the pinyin transliteration is made for you (foreigner), not for them.

Chinese people don't need pinyin in the first place since they can just read the characters.

chinese learn pinyin first, so initially they need it. the input methods on keyboard don't use diacritics though it just includes everything.

Spelling wasn't standardized in the past. Certain variants crystallized and became standard over centuries, presumably based on which ones are more aesthetically pleasing within the context of the language as a whole. "Laff" looks ridiculous, "laugh" is more elegant. I am making this up but maybe it's true.
