No. Moldova is Romania. A guy from Western Romania couldn't be called a Moldovan because he lives in another region of the country.
Plus we are the same people. "Moldovans" who are from the Moldovan region of Romania, like me, are indistinguishable from a random Romanian, saved for our accent. Same applies for those who live in the Moldova country, excluding the Russian who should march back to Moscow.
