Most of the spreading is due to countries either refusing to cooperate with the WHO, stalling for time, states that lobby for no travel restrictions because they don't want airline to collapse, factory farming and bad practices in them, and shit like shipping farm animals from extremely well known hotspots to other states (Portrugal spreading ASF in the 70's).
