I've never heard of that from anyone. In Finland (yes, I know Finland isn't actually part of Scandinavia, even though some people consider it so, but honestly, who cares?) no one in more than 7,000 years of history has ever said anything negative about blue eyes.

The words blåøjet (Danish), blåögd (Swedish), and blåøyd (Norwegian) do have a figurative meaning of "naive", "gullible", or "innocently trusting" in addition to their literal meaning of "having blue eyes" . For example, the Danish idiom blåøjet means you are "naive; gullible" when used as an adjective. These terms are not used to make fun of people with blue eyes or to mock someone based on their physical appearance. Instead, they function as metaphorical idioms where the color blue symbolizes innocence, inexperience, or trusting nature, similar to how English uses "green" to mean inexperienced or "wide-eyed" to mean naive. As one Norwegian language resource explains: "The idiom 'å være blåøyd' (to be blue-eyed) is used to describe someone who is naive or gullible. The color blue is also used to describe the feeling of being sad or down". The connection is symbolic, not derogatory toward people with that eye color.
