It depends on what the root cause of the problem is.
If it's a mouse utopia thing and people inevitably stop having sex and children when life becomes lavish enough, then it can't be helped and we were wrong to ever set up our institutions this way. Socialized pensions and maybe even fractional reserve banking, fiat money and other bankster bullshit will have to go.

If it's artificially created, then you have to put the people who are responsible for it behind bars and undo the shit they've done.
This is the more likely cause considering the Jaffe memo exists and even if it wasn't taken seriously, it indicates that people actually making the world go round know what causes population decline and are still purposely doing it.

Personally I think we could use a bit of both.
