Pop music? Probably. I think it's between Brazil and the US.
Brazil has 200m people, so it's hard to compete with it.
Classical music not so much. It's probably the best in the Americas, but loses to most European countries (Western).

Brazilian music is a fight between two differing trends, poor people banging on pots and pans, and rich people wanking themselves off with beautiful if self indulgent harmonies. The Bossa Nova / MPB era had these two schools in their optimal amounts, modern Brazilian music leans too far into the pots and pans.
