what is the EASiEST country in the world to build?

Is there any country where I can buy land for like $10,000 and start building my own house according to my designs without permits or some dumb fucking shit like that?

In my province we have areas called unorganized townships where you basically have no building or zoning regulations and pay no property taxes (except some small provincial land tax). You can build whatever you want. But they're way out in the sticks and there are no city services and only basic infrastructure if there is any at all.
You probably have some similar places in the US.
