In the Philippines, an electrical blackout is called a 'brownout.'

In the past brownout used to mean dimming of light. In the 80s and 90s you either have electricity that's unstable with voltage or none. It was rare to lose power 30 years ago unlike today.

Today the private electric company provider can just cut your power for 12 hours and still charge you for it. So the term brownout never really disappeared.

Rich people don't care since they have backup generators and private oil reserves so they're willing to fuck everyone else up instead of buying more oil.

Power companies also refuse to build new powerplants because it'll make electricity cheaper and the oligarchs don't want that. They'll only build to keep the status quo instead of having a robust surplus. But its mostly the oil right now.
