If North Germans are linguistically closer to the English, Central Germans are linguistically closer to the Dutch and South Germans are linguistically closer to Austrians, then what actually defines a German?

Shouldn't German just be apart of any ethnic group that speaks Germanic? Would it be wrong to say Icelanders are German?

some of them are kind of like Latins or Slavs that speak German. I think the pure German spirit is that of the viking/seafarer/colonist type - Anglo-Saxon, Norman, Norseman, Dutch, Prussian
