What I mean is that the TFR is pretty uniformly low across all of Italy so the drop in births isn’t really what caused it. If anything, it was the massive wave of immigration from southern Italy to the north starting in the 1950s, right on the heels of the economic boom. I’m not sure exactly how many people moved but some estimates put it as high as 2 or 3 million. And it’s still going on today. So in a lot of northern areas, especially the northwest (Milan, Varese, Turin, Genoa) the Italian population these days is a mix of northern and southern Italians or even predominantly of southern origin. In the northeast though the native northern Italian population is still alive and well. Areas like Eastern Lombardy, certain parts of Emilia, Trentino, Veneto and Friuli saw far less immigration from the south. That said, northern Italy as a whole has become a lot more diverse over the past 20 years with more and more immigrants coming from outside Italy to settle here.
