Yes but they are not allowed to throw away bread. If you have bread you MUST eat it, if you can't eat it now you must take it with you and eat it later. This applies to anything bread-like like pizza. Only when it is moldy can you feed it to birds, with purpose. But you CANNOT throw it away or compost it.
