It is a decent metric for development all things considered. The poorest countries in the world have very few cars and the most developed ones tend to have the most. Of course there is no 1:1 correlation but the point is the Soviets have utterly failed at yet another industry and could never even catch up to the 1930s USA. Especially for a block that was meant to be all about industry, etc. then they had to retort to manufacturing an outdated car based on a French license for the 10% of the population that could afford it.
