Hard to say. On one hand we would essentially be a german puppet. on the other hand this might be beneficial in terms of trade and defense. I think the monarchy would not be popular it was always a minority who supported it and mostly for opportunistic reasons. this might cause tension. Just generally there would be some tension with the germans, if estonia is not independent, if there are german troops here, if they define policies etc. Overtime it would strain our friendship. Maybe with german help we might free more of Karelia.

Finland declared independence from Russia/Soviet Union and was going to have a monarch of some German house but that doesn't mean Finland would have been any more of a German puppet than any other monarchy with a monarch of a German house. Most likely would have been allied to Germany but being a puppet makes no sense.

That would have probably caused massive tensions with the population and a Northern Ireland situation with guerilla groups commiting terrorist acts against the germans. In our real timeline at least Belgium had some glory during the 1920's for heroically resisting german invasion.
