so a majority of the population was settled with a large nomadic minority. as the khanate of kokand included large swathes of steppe that are now kazakhstan and kyrgysztan i imagine numbers for settled people in the neighboring emirate of bukhara and khanate of khiva were similar or larger as they largely governed agricultural and oasis areas

What would even need to happen for the Russian Empire to completely ignore this region? But anyway, Central Asian khanates would continue to decline in influence no matter what and come under the heel of some other great power. Possibly China, Iran or Britain but not that there is much to gain from CA remain largely autonomous well into the 20th century, and not being under Russia means no Soviet revolution, and each country could go any way from that point.

Well, Russia conquered southern Siberia in the 17th century and then didn't bother conquering Central Asia for another 200 years
